Join the American Bus Association and try to get tour groups.
Join the Chamber of Commerce and network with local businesses. Direct Mail. Make a government package that includes food. Government employees have to turn in a receipt for the motel room but not one for their food. Such a package would allow them to keep their food per diem. Make maps and coupons and when surrounding motels are full and your not go to them and drop off the maps and coupons and give the desk clerks candy and try to get them to send their overflow your way.
Remember the AIDA principle (Attention, Interest, Desire, Action). It sounds like your market is at the "attention" stage. Step up your advertisements a bit to perk up interest, desire, and finally get the action (in this case, people booking overnight stays). On average, a person will need to see your logo or name 5 times before they choose to stay there.

Assuming all is up to snuff in regard to quality of experience and surrounding area, a key element is meeting space. If you have meeting space, you can sell the room space, or at least get local field sales managers who work out of their homes (high number of people) to use your facilities for day meetings. etc. Then focus on key event management near your facility and cut group discount deals for bulk use of your motel.
