Can regular person with no car stay in a motel?

Motels are in businees of renting out rooms for the night. If you fly into an airport on a business trip, take a taxi to the motel to be dropped off, the motel isn't going to refuse to rent you out a room for the night because you didn't drive your own car there.

Any yahoo (no pun intended lol) with a major credit card or sufficient cash can stay in a motel, you don't need a car. I've stayed at many motels without cars.

The advantage of having a car is you can sleep in the car, you don't need a motel. lol
